We then implement a thorough screening process to insure that we send only those candidates that match the manager's desires. We never use the "resume cannon" philosophy to fill openings. We are being paid for a service. That service is to "match" technical people with job openings, without wasting the valuable time of the hiring managers or technical candidates.
